Elections are a political right of citizens ensuring their participation in government administration. Under article 5 of the Electoral Code, citizens recognized by a court as legally incompetent and persons held in places of deprivation of liberty by court sentence for serious or particularly serious crimes may be deprived of the right to participate in elections only in accordance with the law and on the basis of a court decision. In other cases, direct or indirect restriction of citizens' electoral rights is not allowed.
