Foreign experience in the field of legislative initiative reviewed
On 14–15 October this year, in cooperation with the OSCE Project Co-ordinator in Uzbekistan, and within the framework of the implementation of OSCE projects in Uzbekistan for 2025–2026, a training was held on the topic “The Use of the Legislative Initiative Institution by Foreign Ombudsmen.”

The event was attended by staff of the Office of the Human Rights Commissioner of the Oliy Majlis of the Republic of Uzbekistan (Ombudsman), staff of the Office of the Children’s Rights Commissioner of the Oliy Majlis (Children’s Ombudsman), and representatives of active non-governmental non-profit organizations.

The training involved the Ombudsman of Ireland, a member of the UN Subcommittee on Prevention of Torture (SPT) and international expert, and the Director of the Northern Ireland Human Rights Commission, who delivered presentations on the international experience, powers and operating mechanisms of ombudsman institutions in the field of legislative initiative.

In particular, the experts covered the participation of ombudsman institutions in the legislative process, the practice of developing and advancing legislative proposals aimed at eliminating identified systemic problems, and the improvement of legal mechanisms that serve to ensure human rights and freedoms. Special attention was paid to the models applied in European countries, the institutional integration of ombudsman institutions into the legislative process, and their experience in preparing recommendations on improving legislation and submitting them to the relevant state bodies.

The international experts also shared their experience in making legislative proposals by relying on national and international human rights standards, identifying gaps in existing legislation through the analysis of citizens’ appeals and violations of rights, formulating proposals aimed at eliminating systemic problems, and assessing their practical effectiveness.

During the event, participants exchanged views on the possibilities of applying foreign experience in national practice, strengthening the role of ombudsman institutions in the law-making process, and effective approaches to improving legislation in the field of protecting human rights and children’s rights.

The training served to enrich participants’ knowledge of international experience, develop their practical skills in using the legislative initiative institution, and further improve the legal mechanisms for protecting human rights.

In addition, within the project, a collection of foreign literature on the protection of human rights, the activities of ombudsman institutions and international legal standards was presented to the resource centre of the Human Rights Commissioner of the Oliy Majlis (Ombudsman). This literature will serve to enhance staff’s professional knowledge and skills, to study international experience, and to broaden opportunities for using advanced approaches in the field of human rights protection.
