As part of the monitoring, the conditions were examined at Pre-Trial Detention Facility No. 3, the Andijan City Temporary Detention Facility, and the special reception centre of the Andijan Regional Department of Internal Affairs, intended for the admission and holding of persons placed under administrative arrest.

During the visits, attention was paid to the living and nutrition conditions of the persons held in these institutions, as well as their access to medical care.

In addition, the condition of cells and medical rooms, the functioning of video surveillance systems, and the procedures for searching persons were examined.

During the monitoring, complaints received through the "Ombudsman boxes" were reviewed, and mobile reception sessions were held at the institutions, where citizens' appeals were heard.

For reference: during a previous monitoring visit this year to the special reception centre of the Andijan Regional Department of Internal Affairs for persons placed under administrative arrest, a number of shortcomings related to the living conditions of the detainees were identified. To remedy them, the Ombudsman submitted a formal recommendation to the relevant bodies.

The Ombudsman's recommendation was reviewed, and 2 billion soums were allocated to eliminate the shortcomings identified at the special reception centre.

We recall that analytical materials prepared by the Ombudsman following monitoring visits on the prevention of torture, including shortcomings identified during monitoring, are submitted to the chambers of the Oliy Majlis.
