Institutions Holding Persons with Restricted Freedom of Movement in Bukhara Region Monitored
On 15 October 2026, under the leadership of Feruza Eshmatova, Commissioner of the Oliy Majlis for Human Rights (Ombudsman), staff members of the Ombudsman’s Office and members of public groups for the prevention of torture and other cruel, inhuman or degrading treatment or punishment operating under the Ombudsman conducted monitoring visits to several closed institutions in Bukhara Region.

The monitoring visits examined conditions at Penal Colony No. 17 in Karaulbazar District, Penal Colony No. 1 in Kagan District, and Pre-Trial Detention Centre No. 4 in Bukhara city.

During the visits, particular attention was paid to the living conditions and food provision of persons held in these institutions, as well as their access to medical care.

In addition, the condition of detention cells and medical rooms, the operation of video surveillance systems, and procedures for conducting personal searches were examined.

During the monitoring visits, appeals submitted through the “Ombudsman Boxes” installed in the institutions were reviewed. Mobile receptions were also held at the institutions, during which appeals were received.

Based on the findings of the monitoring visits aimed at preventing torture, the Ombudsman prepares analytical reports and submits relevant formal measures of response to the responsible ministries and agencies, including those concerning shortcomings identified during the monitoring.

Monitoring visits to closed institutions in Bukhara Region will continue on 16 October.
