A training session was conducted on monitoring closed institutions and preparing evidence-based reports.
On 15–16 October this year, the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), in cooperation with the United Kingdom’s Foreign, Commonwealth & Development Office (FCDO) and the Centre for Development and Justice International (CDJI), Spain, organised a specialised training course in Tashkent entitled “Methodology for Interviewing Persons Deprived of Liberty, Collecting Information and Preparing Evidence-Based Reports”.

The event brought together staff members of the Ombudsman’s Office and the Children’s Ombudsman’s Office, as well as representatives of active non-governmental non-profit organisations.

The training was conducted with the participation of international experts, with particular attention paid to the effective organisation of monitoring visits, systematic collection and analysis of information, interviewing persons deprived of liberty, and preparing evidence-based reports on monitoring findings.

In particular, participants enhanced their knowledge and practical skills in using various sources of information during monitoring visits, verifying the reliability of information obtained, distinguishing facts from conclusions, and objectively assessing identified individual and systemic problems.

Another important component of the training focused on preparing reports based on monitoring findings. Discussions addressed ensuring a logical connection between established circumstances, evidence and conclusions; developing practical recommendations based on international standards; identifying the government bodies and officials responsible for implementing those recommendations; and conducting subsequent follow-up to monitor their implementation.

At the conclusion of the training, participants were awarded certificates.
