Activities of Closed Institutions in Namangan Region Studied

The Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in Namangan region carried out monitoring visits to a number of institutions where persons with restricted freedom of movement are held. In particular, the monitoring covered the Temporary Detention Facility of Pop district, the Temporary Detention Facility of Mingbulak district, the Temporary Detention Facility of the Namangan Regional Department of Internal Affairs, Pre-trial Detention Center No. 6, Penal Colony No. 6, the Center for Social and Legal Assistance to Minors operating under the Namangan Regional Department of Internal Affairs, inter-district medical assistance units for persons in a state of intoxication (sobering-up stations) established within the medical associations of Mingbulak and Pop districts, the Namangan regional branch of the Republican Specialized Scientific and Practical Medical Center for Mental Health (psychiatric service), as well as the “Muruvvat” men’s residential care institution for persons with disabilities in Pop district.
Monitoring Visits Conducted to Closed Institutions in Samarkand Region

On 19 December 2025, the Commissioner for Human Rights of the Oliy Majlis (Ombudsman), together with members of the public group operating within the framework of the National Preventive Mechanism for the Prevention of Torture under the Ombudsman, carried out monitoring visits to a number of closed institutions in the Samarkand region where persons deprived of liberty are held.
Ombudsman: Regular Monitoring Conducted at Penitentiary Institutions in Khorezm

The Regional Representative of the Commissioner for Human Rights of the Oliy Majlis (Ombudsman) in Khorezm Region carried out monitoring visits to a number of penitentiary and closed institutions. These included interdistrict centers providing medical services to citizens in a state of intoxication (sobering-up centers) in the districts of Honqa, Bog‘ot, and Xazorasp; the temporary detention facility in Xazorasp District; the Rehabilitation Center in Urganch city; the special reception center for persons subjected to administrative arrest; and Detention Facility No. 11.
Conditions at the Bukhara Center for Social and Legal Assistance to Minors Examined

The Ombudsman’s Regional Representative in Bukhara Region conducted a monitoring visit to the Center for Social and Legal Assistance to Minors operating under the Regional Department of Internal Affairs. The center functions on the basis of the Law “On the Prevention of Neglect and Juvenile Delinquency” and the Cabinet of Ministers’ Resolution of August 3, 2021.
Upon the Ombudsman’s recommendation, long-term visitation rooms have been constructed for convicted persons in Correctional Facility No. 40 in Syrdarya Region

During monitoring visits conducted by the Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in Syrdarya Region to Correctional Facility No. 40 (colony-settlement), it was identified that the institution lacked designated rooms for long-term visits of convicted persons.
Ombudsman in Bukhara: complaints of convicts and detainees are being examined on-site, an expanded medical unit has been launched, and overcrowding issues at the Special Reception Centre are being addressed

On 18 November 2025, at the next plenary meeting of the Legislative Chamber of the Oliy Majlis, the legislative proposal to amend the Law of the Republic of Uzbekistan “On Detention during Criminal Proceedings,” introduced under the Ombudsman’s right of legislative initiative, was discussed.

The Regional Representative of the Ombudsman in the Republic of Karakalpakstan carried out monitoring visits to assess living conditions at several institutions, including the inter-district points (sobering-up facilities) organized under the Nukus city and Qonliko‘l district medical associations that provide medical care to persons in a state of intoxication; the temporary detention facility of the Amudarya District Department of Internal Affairs; the Karakalpakstan regional branch of the Republican Specialized Narcology Scientific-Practical Medical Center; and the “Muruvvat” men’s boarding home for persons with disabilities in Chimboy district.
