Results of Civil Society Development in Uzbekistan Presented in Warsaw
On October 9, 2026, a side event entitled “Developing Civil Society in New Uzbekistan: Results of Reforms” was held as part of the Warsaw Human Dimension Conference taking place in Warsaw, Republic of Poland. Feruza Eshmatova, Commissioner of the Oliy Majlis for Human Rights (Ombudsman), participated in the event as a speaker.

The event was organized by the Center for the Analysis of Democratic Processes. Discussions focused on reforms aimed at developing civil society institutions in Uzbekistan, expanding the participation of non-governmental non-profit organizations in state and public governance, and improving mechanisms for supporting these organizations.

In addition to Ombudsman Feruza Eshmatova, the event featured presentations by Jasur Do‘stmurodov, a representative of the Center for the Analysis of Democratic Processes; representatives of the non-governmental non-profit organization “Barqaror Hayot” and Germany’s KUNA e.V.; as well as international experts.

The discussions highlighted the efforts undertaken in recent years to strengthen the legal framework governing civil society institutions, enhance the role of public councils, ensure greater transparency in the activities of government bodies, and expand citizens’ participation in decision-making processes.

According to the data presented at the event, Uzbekistan currently has 9,627 non-governmental non-profit organizations and 8,992 citizens’ self-governance bodies. It was also noted that the number of proposals submitted by non-governmental non-profit organizations to improve legislation increased from 1,000 in 2021 to 5,000 in 2025.

Cooperation with civil society institutions also plays an important role in the activities of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman). In particular, within the framework of the National Preventive Mechanism for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment, monitoring visits are conducted in cooperation with public monitoring groups to institutions where persons deprived of their liberty are held.

During the event, participants also exchanged views on strengthening transparency and accountability in the activities of civil society institutions, diversifying their sources of funding, supporting public initiatives, and further developing cooperation between governmental and non-governmental organizations.
