42 higher education institutions reviewed for conditions created for persons with disabilities
At the initiative of the Human Rights Commissioner of the Oliy Majlis (Ombudsman), a public monitoring exercise was conducted on the conditions created for an inclusive environment and barrier-free mobility in the 42 higher education institutions with the largest numbers of students with disabilities.

For this purpose, a special commission was established, and the review was carried out jointly with representatives of the Association of Persons with Disabilities of Uzbekistan and the Society of Persons with Disabilities.

Ensuring the right of persons with disabilities to education is not limited to their admission to a higher education institution. It is also important that a student can enter the building independently and use lecture halls, the library, sanitary and hygiene facilities and other infrastructure safely and without barriers.

Proceeding from this, the monitoring assessed the accessibility of the buildings and infrastructure of higher education institutions for persons with disabilities on the basis of the current urban planning norms and regulations.

In particular, attention was paid to the compliance of building entrances and ramps with the established requirements; the ability of wheelchair users to move through internal corridors, doors and lecture halls; the availability of tactile paving and Braille signage, call buttons, adapted sanitary and hygiene facilities, and designated parking spaces.

These issues were examined in light of the rights of persons with disabilities to education and to participate in the life of society on an equal basis with others, as set out in Article 57 of the Constitution of the Republic of Uzbekistan, the Law "On the Rights of Persons with Disabilities," and the UN Convention on the Rights of Persons with Disabilities.

The results of the monitoring and the analysis will be forwarded to the relevant organizations.
