In the 1st quarter of 2025, the Ombudsman received 6,042 appeals from citizens of the Republic of Uzbekistan, foreign nationals, stateless persons, ombudsmen, public organizations, and other legal entities. Of these, 742 appeals were submitted by persons held in places of deprivation of liberty, their close relatives, and legal defenders (lawyers).

On May 13, 2025, a roundtable discussion titled “Improving Approaches to Raising Legal Awareness among the Population” was held in cooperation with the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), the Ministry of Justice of the Republic of Uzbekistan, the United Nations Development Programme (UNDP) in Uzbekistan, and the Ministry for Foreign Affairs of Finland.

The Commissioner of Oliy Majlis for Human Rights (Ombudsman) analyzed the appeals received from citizens throughout 2024. According to the analysis, Surkhandarya region was among the top three regions with the highest number of appeals. A total of 2,117 appeals were received from this region, with Denau district accounting for the highest number—308 appeals. The issues raised primarily related to housing, utility services, youth and women’s employment, property disputes, and fraud.
