Twelve appeals were classified as anonymous in accordance with the established procedure.
Out of the total number of appeals:
26.6% concerned economic rights,
23.4% – social rights,
14.6% – personal rights and freedoms of citizens,
9.1% – political rights and freedoms,
3.5% – rights and freedoms of the child,
0.8% – environmental rights and freedoms,
12.2% – rights and legitimate interests of persons held in places of deprivation of liberty,
9.7% related to other matters.
Regional analysis showed that the highest number of appeals came from the Kashkadarya and Surkhandarya regions and Tashkent city, while the fewest appeals came from the Syrdarya region and the Republic of Karakalpakstan.
During the reporting period, the Ombudsman submitted 43 response acts to government bodies and officials concerning the restoration of violated rights.
The total amount of money recovered or assisted in recovery amounted to 1 billion 407.2 million soums, of which 969.2 million soums were related to wages and labor relations. Over 205.8 million soums were recovered in favor of citizens in cases involving debts, health-related damages, material and moral damages, and other mandatory payments.
Eight citizens were reinstated or assisted in employment; in two cases, illegal actions of employers were eliminated. Labor inspectors filed two lawsuits based on the Ombudsman’s petitions, and three citizens were assisted in registering cadastral documents.
Following the Ombudsman’s intervention, over 145 million soums in alimony were recovered for minor children of women.
Assistance was provided for the allocation of approximately 32.36 million soums in material aid, subsidies for entrepreneurship, and other financial support. Unrealistic debts exceeding 6.8 million soums were canceled.
Positive outcomes were achieved for five citizens regarding social housing, survivor pensions, and restoration of gas supply; five persons with disabilities were assisted in obtaining disability status and social aid; three individuals were added to the “Women’s Register” and the “Youth Register.” One victim received a protection order, and a fine of 2.5 million soums was canceled.
In the healthcare sector, eight citizens received referrals for medical examinations and treatment, and 54.9 million soums in material assistance was allocated for treatment.
As a result of examining collective appeals, new transformers were installed in the Hakobod mahalla of the Altinsay district, and a pedestrian crossing was built in the Pakhtachi mahalla of the Dehkanabad district.
Three officials were disciplined with a reprimand for violating labor laws. One case was initiated under Articles 116 and 117 of the Criminal Code. At the request of the Ombudsman, seven citizens were held administratively liable, and one criminal case was opened under part 3 of Article 266 of the Criminal Code.
Illegal construction on Farobi Street (Fergana city) and private construction in the Rishtan district were halted due to violations of urban planning standards.
In the 1st quarter of 2025, the Ombudsman received 742 appeals from persons in places of deprivation of liberty, their relatives, and lawyers.
In six cases, refusals to open criminal proceedings were overturned by senior prosecutors and sent for further investigation based on Article 83, part 2 of the Criminal Procedure Code. For five complaints, representations were submitted to the relevant prosecutors to initiate service investigations.
Based on the Ombudsman’s letters, courts replaced the unserved portion of sentences with lighter penalties for 25 prisoners. Assistance was provided in allocating 22,565,100 soums in material aid to families of detained persons.
During the reporting period, 202 monitoring visits were conducted by the Ombudsman and Public Groups to facilities where freedom of movement is restricted. Over 2,000 inmates were interviewed in groups, and 1,123 were interviewed individually.
During monitoring, detention conditions, housing and nutrition, labor conditions, access to medical services, hygiene and sanitary compliance, and educational work were assessed.
Following the Ombudsman’s recommendations, 4.5 billion soums were allocated for capital renovation and equipment of Pre-Trial Detention Center No. 9 in the Surkhandarya region. Following intervention, 176 million soums were allocated to repair the “Muruvvat” women’s institution in Bukhara.
Conditions were improved in detoxification centers in Karakalpakstan, including relocation in Nukus and renovations in the Khodjeyli, Nukus, and Karauzak districts. Conditions for nutrition and hygiene were improved in the production facilities of Penal Colony No. 40 in Syrdarya.
In the 1st quarter, three demands and five submissions were sent to responsible ministries and departments based on monitoring findings. With support from regional Ombudsman representatives and health authorities, about 2,000 prisoners were examined by specialized doctors.
