Conditions Studied and Appeals Received in Several Closed Institutions of Tashkent
The regional representative of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (ombudsman) in Tashkent conducted monitoring visits to several closed institutions where persons with restricted freedom of movement are held.

The visits covered Colony-Settlement No. 51, the Tashkent City Branch of the Narcology Service of the Republican Specialized Scientific and Practical Medical Center for Mental Health, the Republican Psychiatric Hospital with Intensive Supervision, the Tashkent City “Sakhovat” Residential Care Home, and the “Muruvvat” Residential Care Home for Men with Disabilities.

During the monitoring, living conditions, food provision, medical services, involvement in labor activities, facilities for long-term and short-term visits, and the right to submit appeals were examined. The sanitary condition of premises and video surveillance systems were also reviewed.

In particular, at the Republican Psychiatric Hospital with Intensive Supervision in Tashkent, it was established that 60 patients recognized by court decisions as legally incapacitated and undergoing compulsory treatment do not possess identity documents. As a result, they are unable to undergo examination by the Medical and Labor Expert Commission, and pension payments from the Extra-Budgetary Pension Fund have been suspended.

It was also determined that when transferring patients who have lost social ties (contact with relatives or guardians) to psychiatric institutions in other regions for continued compulsory treatment, there is a need for a specialized vehicle to ensure safe and proper transportation by railway or bus.

During the monitoring visit to Colony-Settlement No. 51, collective and individual interviews were conducted with convicted persons. Appeals were taken under supervision and review procedures were initiated. Legal explanations were provided on-site for certain appeals.

At the “Muruvvat” Residential Care Home for Men with Disabilities, it was confirmed that appropriate conditions have been created for residents, including those unable to move independently. The library, craft room and sports halls were also inspected.

During the monitoring visit to the “Sakhovat” Residential Care Home, no deficiencies were identified regarding the conditions created for elderly residents.

Based on the monitoring results, the Ombudsman will submit response measures to the relevant ministries and agencies.
