Convicts in the Women’s Penal Colony Underwent In-Depth Medical Examination
On March 3, 2026, in cooperation with the Department for the Execution of Sentences under the Ministry of Internal Affairs, the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), the Ministry of Health, and the Social Democratic Party of Uzbekistan “Adolat,” a medical examination was organized for women serving sentences at Penal Colony No. 21.

The event is conducted in line with the principles “Human Dignity is the Highest Value” and “A Healthy Woman is the Foundation of a Healthy Nation,” with ensuring human health and rights defined as a priority task.

Approximately ten specialized medical professionals from the Ministry of Health, including an obstetrician-gynecologist, oncogynecologist, mammologist, cardiologist, endocrinologist, pediatrician, psychiatrist, and other specialists, were involved in the examination.

Special medical buses equipped for X-ray examinations, ultrasound diagnostics, and laboratory blood tests were also deployed.

During the event, women convicts and their children under the age of three underwent comprehensive medical examinations.

Such initiatives contribute to strengthening the health of women convicts, early detection of diseases, and timely medical intervention.

It should be noted that consistent legislative measures are being implemented in the country to reform the penitentiary system based on principles of humanism and to protect the rights and legitimate interests of convicts.

In particular, amendments introduced in 2023 to the Criminal Code and the Criminal-Executive Code revised mechanisms for replacing punishment with a more lenient type, conditional early release, and transfer to settlement-type colonies. It was established that photo and video recording of convicts may be carried out only with their written consent, thereby strengthening guarantees of personal inviolability.

A law adopted in 2024 further reinforced at the legislative level the principles of humane treatment of convicts, respect for their honor and dignity, and the right to apply to the Ombudsman. Additionally, the right of persons serving sentences for serious and especially serious crimes to participate in elections and referendums was established.

Starting from 2025, a new mechanism aimed at the moral and ethical encouragement of convicts has been introduced. Under this norm, the sentence of a convict who reads books from an approved list may be reduced by a court decision. This measure is aimed at encouraging rehabilitation.

Furthermore, convicts have been granted the right to use remote video meetings, which contributes to maintaining family ties and supporting social reintegration.

During the visit, the living and nutrition conditions, the children’s facility, the psychologist’s office, and the library were also inspected. Individual and group meetings were held with the convicts, and their appeals were taken under control.

The medical examination will continue on March 4.
