It was established that the convict mentioned in the post, G.B., was found guilty of committing a series of crimes under the Criminal Code and sentenced to 14 years of imprisonment. In August this year, G.B. was transferred to serve his sentence in Penal Colony No. 10 in the Kashan district of the Kashkadarya region.
As part of the investigation, an individual interview was conducted with G.B. to discuss the circumstances mentioned in the report.
During the interview, G.B. stated that he had not experienced any harassment or pressure from other inmates or law enforcement officials. He also mentioned that he was unaware of the news circulating on the internet. G.B. confirmed that his sleeping arrangements are warm, his food needs are met, he has no health issues, and he is provided with necessary clothing.
Upon physical inspection, no injuries or signs of handcuffs were found on G.B.'s body. Nevertheless, a forensic medical examination has been ordered. It is noteworthy that this issue was examined the day after the post was published.
During the monitoring visit, collective interviews were conducted with around 50 inmates and individual interviews with 12 inmates. No complaints were received during these discussions.
Conversations were also held with the close relatives of inmates who had come for extended visits. They also did not raise any complaints during these discussions.
It was established that a room in the administrative building of the colony has been allocated for meetings with lawyers, but it is not equipped with video or audio recording devices.
To comprehensively study the matter, discussions were held with the colony administration. They confirmed that they had indeed spoken on the phone with G.B.'s lawyer. During the conversation, they explained that the lawyer could meet with G.B. by presenting an attorney’s license and warrant and that they could verify the lawyer's credentials if necessary.
Upon reviewing the relevant documents, it was found that the defense attorney, Z. Komilova, had legally met with G.B. at Penal Colony No. 10 four times, specifically on October 28, November 2, November 9, and November 30, 2024. Additionally, G.B. had not sought medical assistance at the colony’s medical unit and was not registered with an "asthma" diagnosis.
Regarding the issue of transferring the convict from the colony to a prison, it should be noted that, in accordance with the Criminal-Executive and Criminal-Procedural Codes, decisions to change the conditions of imprisonment, such as transferring a convict from a colony to a prison as an aggravating circumstance, are not made by the colony administration but only by a court ruling.
