Conditions in Several Closed Institutions in Namangan Region Examined
On July 31 and August 1, 2025, the Deputy Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) and staff members of the Ombudsman’s Secretariat conducted a monitoring visit to several closed institutions in Namangan region where persons with restricted freedom of movement are held.

As part of the monitoring on July 31, conditions at Penal Colony No. 6, the Temporary Detention Facility (TDF) of Namangan region, the TDF of Chust district, and the regional Special Reception Centre for persons subjected to administrative arrest were inspected.

During the visits, the team reviewed the conditions of accommodation, nutrition, access to medical care, and the state of facilities for meetings with lawyers and investigation rooms.

On August 1, the monitoring continued at Pre-trial Detention Facility No. 6, the inter-district medical center providing services to intoxicated individuals in the Turakurgan district, as well as the Regional Psychiatric Hospital located in the same district.

It is noteworthy that during the monitoring, it was established that a new building, designed to accommodate 150 persons and meeting modern standards, had been constructed on the premises of Pre-trial Detention Facility No. 6, and that adequate conditions had been created for detainees. At a time when some pre-trial detention and temporary detention facilities are operating beyond their designated capacity, such infrastructure improvements are of great significance in ensuring human rights and safeguarding human dignity.

At the Regional Psychiatric Hospital, the monitoring focused on the patients’ living and treatment conditions, quality of medical services, sanitary-hygienic conditions, and the supply of medicines. In addition, interviews were conducted with patients and medical staff.

Furthermore, during the monitoring, complaints which had been submitted through “Ombudsman Boxes” were received. Mobile receptions were also held in several institutions, where citizens' appeals were heard directly.

Based on the monitoring results, official documents in the form of the Ombudsman’s impact measures will be submitted to the relevant ministries and agencies.
