Over 1.67 Billion UZS Allocated to the Republican Psychiatric Hospital with Enhanced Supervision after Submission by the Ombudsman
In 2024, based on the results of a monitoring visit conducted to the Republican Psychiatric Hospital with Enhanced Supervision, located in the Almazar district, the Regional Representative of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) in Tashkent city sent official submission to the Ministry of Health to address identified shortcomings. In response to the Ombudsman’s submission, the Ministry reported that a supervisory plan had been developed for the hospital and that the identified deficiencies would be rectified within specified timeframes.

It should be noted that information submitted on the implementation of the Ombudsman’s impact measures is subject to follow-up verification during subsequent monitoring visits.

Recently, the Regional Representative of the Ombudsman in Tashkent city conducted a follow-up monitoring visit to the hospital. It was established that, in order to eliminate the shortcomings identified in the Ombudsman’s submission, the Ministry of Health of the Republic of Uzbekistan had provided the hospital’s laboratory and physiotherapy rooms with medical equipment and X-ray machines. Additionally, it was revealed that in 2025, 1.3 billion UZS had been allocated for the repair of the checkpoint and boiler house, and 371 million UZS for soft furnishings and clothing.

Upon verification of the facts, the monitoring examined the living conditions, nutrition, and medical supply provision for the patients. During the visit, violations of the nutritional standards stipulated in the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated October 2, 2014, “On the Approval of Norms for Nutrition and Supply of Items for Patients Undergoing Compulsory Treatment in Psychiatric Institutions” were identified.

Furthermore, it was found that some patients undergoing compulsory treatment lacked identity documents, and appropriate measures have been scheduled to address this issue.

In reference to the results of the monitoring visits, the Ombudsman will ensure the submission of official impact measures to the relevant ministries and agencies.
