A reprimand was issued to the responsible official for irresponsible handling of citizens’ appeals
A citizen, O.B., residing in the Samarkand Region, filed an appeal with the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), expressing dissatisfaction with the response provided by the state institution “Toza Hudud” to his previous appeal.

According to the applicant, although the institution’s response letter stated that an inspection had been carried out in relation to his appeal, the process had taken place without his participation. Furthermore, photographs obtained in connection with previous appeals had been attached to the response. The citizen requested an impartial examination of these circumstances.

The appeal was taken under the supervision of the Ombudsman’s Regional Representative in Samarkand, who sent an official inquiry to the Samarkand Regional State Institution “Toza Hudud”. The inquiry requested substantiated information and relevant documents concerning the handling of the appeal, the actions of the employees responsible, and the measures taken.

Based on the documents submitted, it was established that appropriate measures had been taken in response to the irresponsible conduct of the employees concerned during the consideration of the appeal.

In particular, a disciplinary reprimand was issued to the head of the Bulungur District Branch of the state institution “Toza Hudud”, while a warning was issued to the Lead Specialist for Legal Contracts.

It should be noted that the consideration of citizens’ appeals must not be limited to merely sending a written response. Every issue raised in an appeal must be examined thoroughly and impartially, in accordance with the procedures established by law.
