Following the Ombudsman’s Requirement, Measures Taken Against Prevention Inspectors for Unlawfully Holding Citizens
During a monitoring visit to places where persons with restricted freedom of movement are held in the Republic of Karakalpakstan, conducted under the leadership of the Ombudsman together with the Public Groups, a violation of the law was identified at the inter-district medical assistance unit for persons in a state of intoxication under the Nukus District Medical Association.

In particular, three persons who were not in a state of intoxication were held at the facility without sufficient grounds. The examination of the circumstances established that the individuals had been brought to the facility by prevention inspectors and held there pending a court decision on their placement in a special reception center.

In connection with this case, the Ombudsman submitted a formal requirement to the Prosecutor General’s Office of the Republic of Uzbekistan.

According to the Prosecutor’s Office of the Republic of Karakalpakstan, an internal investigation was conducted on the basis of the Ombudsman’s requirement, following which disciplinary action was taken against one prevention inspector. The issue of liability of two other prevention inspectors is to be considered by the Disciplinary Council.

In addition, the collected materials were forwarded to the Nukus District Prosecutor’s Office for a pre-investigation inquiry.
