As is known, in accordance with the Resolution of the President of the Republic of Uzbekistan of 26 June 2021 on improving the system for identifying and preventing cases of torture, public groups were established under the Ombudsman, with which regular monitoring visits to places where persons with restricted freedom of movement are held are to be conducted.

As part of the monitoring, conditions were examined at Colony-Settlement No. 29, the Jizzakh Regional Territorial Centre for the Rehabilitation and Adaptation of Women under the National Agency for Social Protection under the President of the Republic of Uzbekistan, as well as the temporary detention facilities in Dustlik and Pakhtakor districts.

During the monitoring visits, the accommodation and living conditions of persons held or residing in the institutions, the provision of food, access to medical services, and sanitary and hygiene conditions were examined.

At the same time, collective and individual interviews were conducted with persons held or residing in the institutions, and their appeals were received. The “Ombudsman Boxes” at the institutions were also opened, and the appeals placed in them were collected for consideration.

At Colony-Settlement No. 29, particular attention was also paid to the employment and vocational training of convicted persons. The institution operates production workshops for the manufacture of AKFA frames, bakery products, rattan weaving, garment production, furniture manufacturing, sock knitting and metalworking, where convicted persons are engaged in work.

It was also established that convicted persons are being trained in nearly 10 vocational areas, including electrical installation, welding, carpentry, plumbing, metalworking and sewing.

At the Jizzakh Regional Territorial Centre for the Rehabilitation and Adaptation of Women, a mobile reception was organised, during which appeals from women affected by violence were received. Necessary measures were identified to examine and resolve the issues raised in cooperation with the relevant organisations.

For information: in the first half of 2026, the Ombudsman and the public groups under the Ombudsman conducted 521 monitoring visits to places where persons with restricted freedom of movement are held. This figure stood at 491 during the same period of 2025 and 452 in the first half of 2024.

With regard to the shortcomings identified, the Ombudsman submitted a total of 23 response measures in the form of submissions, requirements and conclusions to the relevant ministries and agencies.

It should be recalled that analytical materials prepared by the Ombudsman based on the results of monitoring visits conducted within the framework of torture prevention activities, including shortcomings identified during the monitoring process, are submitted to the chambers of the Oliy Majlis.
