During the monitoring visit, the delegation examined the protection of the rights and legitimate interests of convicted persons, living and accommodation conditions, medical services, food provision, the exercise of the right to work, and the right to maintain contact with relatives through visits. The colony's library and medical unit were also inspected.

The delegation visited all 16 production workshops operating within the colony. It was reported that 95 per cent of convicted persons are engaged in productive work. The monitoring also covered working conditions in the workshops, compliance with occupational safety requirements, the provision of the necessary personal protective equipment to convicted persons, and the timely payment of wages.

It was further noted that, following the Ombudsman's recommendation, 28 long-term family visiting rooms had been established in the colony. During the visit, the delegation also met with relatives who had come to visit convicted persons. They positively assessed the conditions provided, noting that convicted persons are able to spend time with their family members, including their children. They also stated that being able to personally see their relatives gives them peace of mind and expressed their gratitude to the Head of State and the colony administration for the conditions created.

Particular attention was paid to the implementation of the "Second Chance" project introduced at the initiative of the Head of State. As part of the project, more than 100 convicted persons underwent aptitude testing conducted with the participation of information technology specialists, and 30 of them were selected for training.

Currently, they are attending 8- to 9-month training courses in information technology and English. During the training period, these convicted persons are not assigned to work. Measures will be taken to assist with their employment after their release.

During the visit, the delegation also inspected the "Ombudsman Boxes" installed in the institution and received appeals submitted through them. Meetings were also held with convicted persons.

For information: During the first half of 2026, the Ombudsman and the public groups operating under the Ombudsman carried out 521 monitoring visits to places where persons with restricted freedom of movement are held. During the same period in 2025, the figure was 491, while in the first half of 2024 it was 452.

Within the framework of these monitoring visits, collective meetings were held with nearly 4,000 persons, while individual interviews were conducted with 1,751 persons. The visits covered conditions of detention, accommodation and nutrition, access to work, the provision and quality of medical care, spiritual and educational activities, compliance with sanitary and hygiene requirements, educational processes, and other related issues.

Based on the identified shortcomings, the Ombudsman submitted a total of 23 response measures in the form of submissions, mandatory demands and conclusions to the relevant ministries and agencies.

It should be noted that analytical reports prepared by the Ombudsman following monitoring visits conducted within the framework of torture prevention activities, including identified shortcomings, are submitted to the chambers of the Oliy Majlis.
