Thirty-seven appeals were recognised as anonymous in accordance with the established procedure.
Of the total number of appeals, 27.3 percent concerned economic rights, 24 percent social rights, 16.4 percent personal rights, 11.8 percent the right to appeal, 3.7 percent family rights, 1 percent environmental rights, 11.9 percent the rights and legitimate interests of persons held in places where freedom of movement is restricted, and 3.9 percent related to other issues.
When the appeals were analysed by territory in proportion to the population, it was established that the largest number of issues fell to Kashkadarya and Surkhandarya regions and the city of Tashkent.
During the reporting period, in order to restore violated rights of citizens, the Ombudsman submitted 133 instruments of response to state bodies and officials in the form of statements of claim, submissions, demands, warnings and opinions, most of which resulted in positive decisions.
On the basis of citizens’ appeals, the total amount of funds for which recovery was facilitated or in respect of which recovery was initiated with the assistance of the Ombudsman exceeded 9 billion 327 million soums. Of this amount, more than 2 billion 162 million soums related to wages and labour relations of citizens.
As a result of examining appeals relating to legal relations arising from indebtedness of citizens, harm caused to health, material and moral damages, as well as other mandatory payments, assistance was provided in securing the recovery of more than 2 billion 623 million soums in favour of citizens.
In addition, 25 appeals from citizens regarding reinstatement and employment were resolved positively. In 11 cases, unlawful actions of employers towards employees were eliminated. On the basis of requests sent by the Ombudsman in the interests of citizens, labour inspectors of the State Labour Inspectorate submitted almost 20 statements of claim to the courts.
At the Ombudsman’s request, more than 577 million soums in alimony payments for the maintenance of minor children of women were recovered. Three offenders who had evaded payment of alimony were sentenced to administrative arrest.
Assistance was provided in securing recovery of more than 3.6 billion soums in favour of citizens as compensation payable in connection with the expropriation of land plots for state and public needs. Restrictions imposed on the land plots of three citizens were lifted.
Unsubstantiated (non-real) debts of citizens totalling almost 56 million soums were cancelled.
Furthermore, almost 80 citizens’ appeals related to social protection were resolved positively.
At the same time, as a result of studying collective appeals with the establishment of a working group, it was possible to secure the replacement of electrical transformers in the Haqobod Citizens’ Assembly (MFY) of Altinsay district of Surkhandarya region, as well as the construction of a pedestrian walkway along the highway (magistral road) passing through the territory of the Paxtachi Citizens’ Assembly of Dehqonobod district in Kashkadarya region.
Based on the results of the examination of appeals, 33 responsible officials who had allowed violations of human rights were brought to disciplinary and administrative liability in the form of reprimands, fines and dismissal from their positions.
In three cases, decisions of internal affairs bodies refusing to initiate criminal proceedings were cancelled by the prosecutor’s office, and the materials were sent back for additional pre-investigation checks.
As a result of examining collective appeals related to environmental rights, the construction of a multi-storey residential building on Farobiy Street in the city of Fergana, as well as private construction works in Rishton district, was halted due to their non-compliance with urban planning norms and rules.
A car wash facility located in Kuva district of Fergana region, which had been operating in violation of sanitary and epidemiological requirements and had caused public complaints, was relocated to another area.
Assistance was provided in improving access to drinking water for residents of Jolangar and Sarmish neighbourhoods (mahallas) of Boyovut district in Syrdarya region.
On the territory of 2.5 hectares between the Fergana and Tashlama canals in Izboskan district of Andijan region, where ornamental trees had been planted and a green zone had been created, housing construction works were halted on the basis of the Ombudsman’s recommendations.
In addition, on the basis of appeals received from Fergana region, environmental monitoring was carried out in respect of brick-producing enterprises and workshops operating in that area, with the involvement of a working group composed of representatives of competent organizations. As a result, due to the negative impact of the activities of two enterprises on the environment, nearly 7 million soums in additional compensation payments were recovered from them, and fines were imposed through the courts on six enterprises. It was also established that four enterprises had installed modern dust and gas collection equipment.
In the first nine months of 2025, the Ombudsman received 2,097 appeals from persons held in places where freedom of movement is restricted, as well as from their close relatives and defence lawyers (attorneys).
In respect of 37 complaints, internal service investigations were initiated regarding the actions of staff members; as a result, five employees of internal affairs bodies were subjected to disciplinary measures and one was dismissed.
In 12 cases, decisions adopted under part two of article 83 of the Criminal Procedure Code refusing to initiate criminal proceedings were cancelled by higher-level prosecutors on the basis of the Ombudsman’s appeals, and additional pre-investigation checks were ordered.
Assistance was provided in allocating almost 34 million soums in financial aid to family members of convicts and detainees.
During the reporting period, the Ombudsman and the Public Groups under the Ombudsman carried out 728 monitoring visits to places where persons with restricted freedom of movement are held.
During these monitoring visits, more than 7,000 convicts and detainees were interviewed in group format, and 4,381 individuals were interviewed individually.
Throughout the monitoring process, the living conditions, nutrition, labour conditions and the provision and quality of medical care for those held in these institutions, as well as spiritual and educational work conducted among them, compliance with sanitary and hygiene requirements and other similar aspects were examined.
In the first nine months of 2025, in order to eliminate shortcomings identified during monitoring visits, the Ombudsman submitted 15 submissions, one opinion and 13 demands as measures of response to ministries and agencies.
As a result of these measures of response, disciplinary sanctions were applied to five healthcare workers and 12 internal affairs officers.
Following the Ombudsman’s measure of response, 176 million soums were allocated for the repair of the “Muruvvat” residential institution for women with disabilities in Bukhara.
After the Ombudsman’s submission, conditions were improved in a number of inter-district facilities for the provision of medical assistance to persons in a state of intoxication, operating within the structure of district and city medical associations of the Ministry of Health in the Republic of Karakalpakstan. In particular, the sobering-up facility (khushyorxona) in the city of Nukus was relocated to a new site. In addition, sobering-up facilities in Khodjeyli, Nukus and Qoraozak districts and in Khonka district of Khorezm region were repaired and re-equipped in line with sanitary and safety requirements.
Furthermore, conditions in the dining and washing facilities serving convicts at production sites of Penal Colony No. 40 in Syrdarya region were improved.
At the same time, the activities of temporary detention facilities in Chinaz, Qibray and Yukorichirchiq districts of Tashkent region, which did not meet sanitary and hygiene requirements for the holding of persons, were terminated by an order of the Minister of Internal Affairs.
Following the Ombudsman’s submission, more than 1.67 billion soums were allocated for the Republican Psychiatric Hospital with Intensified Supervision.
In the first nine months of 2025, based on the results of consideration of citizens’ appeals and conducted inquiries, the Human Rights Commissioner (Ombudsman) of the Oliy Majlis submitted 23 analytical reports to the Parliament and relevant state bodies.
On the basis of issues raised in citizens’ appeals, open dialogues were held in nearly 90 districts and cities of the country, as well as in more than 20 higher education institutions. Within the framework of the “Ombudsman School” project, almost 10,000 citizens were covered by these activities.
In addition, within the framework of the “Ombudsman Hour” project aimed at strengthening students’ legal knowledge, lessons were organized in nearly 120 general education schools across the country. More than 6,500 upper-grade students took part in these lessons.
