Did You Know That Everyone Has the Right to Live Without Noise?
The right of a person to live in a peaceful and quiet environment is one of their fundamental rights. According to medical research, prolonged exposure to high levels of noise can lead to nervous system disorders, increased blood pressure, and a higher risk of cardiovascular diseases in adults. In children, it may cause sleep disturbances, reduced concentration, and memory impairment. For this reason, legislation sets clear permissible noise levels in different places.

In accordance with the Resolution of the Ministry of Health of the Republic of Uzbekistan dated 29 December 2020, the permissible noise level in residential rooms and bedrooms must not exceed 55 dB (decibels).

A citizen, D.R., appealed to the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman), complaining that a car wash facility had been opened behind the wall of his house, causing continuous noise both day and night.

The appeal was examined by the Regional Representative of the Ombudsman in the Fergana region, with an on-site inspection carried out jointly with specialists from the Regional State Sanitary and Epidemiological Supervision Inspectorate. The inspection revealed that the noise level in the house was between 57–63 dB, which exceeds the limits established by sanitary regulations, thereby confirming the validity of the applicant’s complaint.

In addition, during the inspection it was established that the entrepreneur had violated rules on the protection of water resources. Based on the decision of the Department for Environmental Protection and Ecology, the entrepreneur was subjected to an administrative fine under Part 1 of Article 72 of the Administrative Liability Code of the Republic of Uzbekistan.

As a result of the review, the operation of the facility was halted, and measures are currently being taken to relocate it to another area.
