During the two-day monitoring, conditions were studied at the Temporary Detention Facilities of the Departments of Internal Affairs of Paxtakor and Dustlik districts; colony-settlements No. 30 and 29; the Special Reception Center for persons subjected to administrative arrest of the Regional Department of Internal Affairs; the “Muruvvat” residential institution for women with disabilities; the Rehabilitation Center for homeless persons under the Regional Department of Internal Affairs; the regional psychoneurological dispensary; and the Jizzakh branch of the Republican Specialized Scientific-Practical Center of Narcology.
In addition, during the monitoring, appeals submitted to the “Ombudsman’s Boxes” were received, and in certain institutions, mobile receptions were held, during which appeals were heard directly.
In the Temporary Detention Facilities, the monitoring examined conditions of accommodation, nutrition, access to medical services, and meeting rooms. Particular attention was paid to detention cells, escort procedures, body searches, and the functioning of video cameras with audio recording in medical and investigative rooms, which were found to be in working order and centrally connected.
In the colony-settlements, the conditions of labor for able-bodied convicts, nutrition, access to medical services, as well as the possibilities for short-term and long-term visits were examined.
In the “Muruvvat” residential institution, the psychoneurological dispensary, the branch of the narcology center, and the rehabilitation center of Jizzakh, the social, medical, living, and nutritional conditions of citizens residing in these institutions were analyzed. The monitoring revealed that in some institutions, recommendations from previous visits had been implemented, while in others they remain in the process of being addressed.
Based on the results of the monitoring visits, the Ombudsman is ensuring the submission of impact measures to the relevant ministries and agencies.
