Cooperation in the Field of Human Rights: Uzbekistan and Russia’s Ombudspersons Sign a Roadmap for 2025–2026
On July 30, 2025, an international roundtable discussion was held at the Office of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) in Tashkent under the theme “Strengthening cooperation with national human rights institutions in the protection of human rights and freedoms.”

The event was attended by members of the Senate and deputies of the Legislative Chamber of the Oliy Majlis, the Commissioner for the Rights of the Child (Children’s Ombudsman), judges of the Constitutional and Supreme Courts, representatives of the General Prosecutor’s Office, the Ministries of Internal Affairs and Justice, staff of the Ombudsman’s Office, members of the Advisory Council under the Ombudsman, legal scholars, professors and lecturers, representatives of the National Center of the Republic of Uzbekistan for Human Rights, civil society institutions, and the media.

The event was also attended by the Commissioner for Human Rights in the Russian Federation and Chairperson of the CIS Human Rights Commission, Tatyana Moskalkova. In her speech, she provided information on the main areas of her work and the results achieved. This open format of experience exchange created an effective platform for both institutions and provided an opportunity to study practical approaches in the field of human rights.

During the dialogue, participants discussed the interaction between national human rights institutions and state authorities, public oversight mechanisms, protection of the rights of prisoners, migrants, and persons with disabilities, practices in reviewing appeals, and approaches to citizen engagement.

It was emphasized that in recent years, the Ombudsman institution in Uzbekistan has developed into a national mechanism capable of offering impactful and practical solutions in the protection of citizens’ rights and freedoms. In the first half of 2025, over 9,800 appeals were received from citizens, foreign nationals, and organizations. More than 100 impact measures—submissions, demands, and lawsuits—were filed with state bodies. Over 3.8 billion soums in financial compensation were recovered in favor of citizens. Furthermore, the Ombudsman and the Public Groups under the Office conducted 491 monitoring visits to special reception centers, temporary detention facilities, pre-trial detention centers, military units, penal institutions, and compulsory treatment facilities, exceeding the 452 visits made during the same period in 2024.

At the conclusion of the event, a Roadmap for cooperation between the Ombudspersons of Uzbekistan and Russia for 2025–2026 was signed. It outlines areas of joint monitoring in the field of human rights, raising legal awareness among migrants, joint review of citizens' appeals, exchange of information and academic research, as well as broader cooperation at both national and international levels.

The Roadmap is aimed at fostering open dialogue, building reliable partnerships, and developing common approaches to the protection of human rights.
