It was noted that the Law of the Republic of Uzbekistan “On the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman)” strengthened the institutional foundations of the Ombudsman’s activities and established that the Ombudsman shall annually submit a report on activities to the chambers of the Oliy Majlis no later than 15 February of the year following the reporting year.
Accordingly, the Ombudsman submitted to the Legislative Chamber a report for 2025 outlining priority areas implemented on the basis of new constitutional provisions, including the exercise of effective parliamentary oversight over compliance with legislation on human rights, freedoms and legitimate interests, improvement of national legislation and the national preventive mechanism, development of international cooperation, and enhancement of citizens’ legal awareness and legal culture.
As stated in the report, 26,372 appeals were received by the Commissioner for Human Rights (Ombudsman) in 2025.
A total of UZS 11 billion 82 million was recovered in the interests of citizens. In addition, labour rights of many citizens were restored. To restore violated labour rights, socially vulnerable groups of the population were provided pro bono assistance in submitting 88 applications, statements of claim and complaints to the courts.
During the reporting period, officials of state bodies and law enforcement agencies who violated human rights were held liable under disciplinary, administrative and criminal procedures. The Ombudsman conducted 954 monitoring visits to closed institutions where persons with restricted freedom of movement are held.
In cooperation with the Ministry of Preschool and School Education, “Ombudsman Hour” lessons were conducted in 204 general secondary schools across 81 cities and districts of the country, covering approximately 11.4 thousand students.
The meeting particularly emphasized that the Ombudsman introduced the “Equality and Respect” platform aimed at reducing violence against women, increasing their legal protection and awareness of available opportunities, and strengthening an environment of gender equality and mutual respect in society.
It was also stressed that cooperation with the Ombudsman’s regional representatives should be further strengthened in addressing appeals received during deputies’ meetings with voters in electoral districts, and that meetings with sector leaders should be organized in districts with the highest number of appeals to identify the underlying causes.
