Regular monitoring visits conducted to closed institutions in a number of regions
Regional representatives of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in the Republic of Karakalpakstan, as well as in the Jizzakh, Syrdarya, Navoi, Khorezm, Andijan, Bukhara and Namangan regions, conducted monitoring visits to a number of closed institutions where persons with restricted freedom of movement are held.

Within the framework of the visits, conditions were examined at the temporary detention facility of the Jizzakh Regional Department of Internal Affairs, Investigation Detention Facility No. 11 of the Khorezm Region, the Khorezm regional branch of the Republican Specialized Scientific and Practical Medical Center of Psychiatric Services (psychiatry and narcology units), the “Muruvvat” residential care institution for men with disabilities, the temporary detention facility of the Andijan Regional Department of Internal Affairs, Investigation Detention Facility No. 6 of the Namangan Region, the temporary detention facility of the Traffic Safety Department of the Internal Affairs bodies, Investigation Detention Facility No. 4 of the Bukhara Region, Penal Colony No. 17, the temporary detention facility of the Traffic Safety Department, Penal Colonies No. 4 and No. 11 of the Navoi Region, Investigation Detention Facility No. 2 of the Republic of Karakalpakstan, and Address Colony No. 40 of the Syrdarya Region.

During the monitoring, living conditions in the closed institutions, food provision, medical services, involvement in labor activities, the condition of premises intended for short-term and long-term visits, as well as the ensuring of the right to submit appeals were examined. In addition, the sanitary condition of cells and buildings, video surveillance systems, and facilities designated for lawyers and investigators were inspected.

It was established that capacity-related issues at Investigation Detention Facility No. 6 of the Namangan Region had been resolved following the commissioning of a new building.

When examining the medical units of Penal Colonies No. 4 and No. 11 of the Navoi Region, interviews were conducted with convicted persons undergoing inpatient and outpatient treatment. The discussions focused on the quality of medical services, the treatment of convicted persons, temperature conditions in wards, and compliance with sanitary and hygienic requirements.

It was noted that shortcomings identified during previous monitoring visits at the temporary detention facility of the Andijan Regional Department of Internal Affairs had been eliminated. In particular, bedding was renewed, and clean sheets and pillowcases were provided.

In addition, works of fiction were donated to the library of Investigation Detention Facility No. 11 of the Khorezm Region.

During the monitoring visits, appeals submitted through the “Ombudsman Boxes” were collected for review. General meetings with convicted persons were held on the territories of penal colonies, and individual interviews were organized with persons who had applied for reception as well as with convicted persons held in separate cells.
