The appeal alleged serious issues regarding the lack of medical assistance in Women’s Colony No. 21, the issuance of negative assessments despite active participation in cultural activities, and delays in the transfer of an inmate to a settlement colony. It was also noted that the words of a staff member had negatively impacted the psychological condition of the inmate.
In response, staff of the Secretariat of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) immediately conducted a monitoring visit to the facility. During the visit, conditions for inmates, medical services, food supply, sleeping quarters, visiting areas, and labor conditions were reviewed.
According to the results of the inquiry into the claims made by inmate U.D., it was established that she had periodically received both outpatient and inpatient treatment. Specifically, she was hospitalized in the women's ward of the Specialized Hospital for Inmates No. 23 in October 2024, as well as in February and May 2025.
Additionally, it was confirmed that she had received medical services at the Medical Unit of Correctional Institution No. 21 on eight occasions in both inpatient and outpatient formats.
Previously employed as an economist, inmate U.D. has an outstanding debt exceeding 40 billion UZS, of which only around 350 thousand UZS has been recovered to date.
The issue of her transfer to a settlement colony was reviewed on June 24, 2025. However, due to the inmate's failure to demonstrate genuine rehabilitation during her sentence and her lack of effort to repay the damage caused, the administrative commission decided to deny the request.
Regarding allegations of misconduct by a staff member, a service investigation was conducted on May 26, 2025. The findings of the appeal were not substantiated.
During the monitoring visit, individual conversations were held with other inmates and their opinions and feedback were recorded.
It should be emphasized that publishing one-sided or unverified information on social media may create a distorted perception among the public. Therefore, before addressing the public on such matters, it is advisable to ensure comprehensive investigation, establish a clear legal context, and base conclusions on official information from competent authorities.
