The first visit was made to Correctional Colony No. 1 in the Kagan district of the Bukhara region, which houses inmates serving sentences under a general regime. During the visit, the living, nutrition, medical care, and work conditions of the inmates, as well as the state of short-term and long-term visitation rooms, were examined. Recommendations were provided to address identified shortcomings.
As part of the monitoring, group and individual meetings were held with inmates, during which their appeals were collected.
The next facility to be monitored was Detention Center No. 4 in Bukhara city. Conditions for both accused and convicted persons, as well as the state of short-term visitation rooms, the medical unit, and living quarters, were reviewed. Additionally, the storage conditions of medicines and food, as well as compliance with sanitary and hygiene standards, were examined.
During the visit to Bukhara, monitoring was also conducted at the Special Detention Center for persons under administrative arrest, Correctional Colonies No. 17 and 20, the temporary detention center, and the narcological dispensary of the Bukhara region, where the conditions for those detained were studied.
It should be noted that, based on the results of these monitoring visits, the Ombudsman's recommendations are sent to relevant ministries and agencies to ensure the timely rectification of identified issues.
Analytical reports summarizing the monitoring visits and the detected shortcomings are prepared by the Ombudsman and submitted to the chambers of the Oliy Majlis.
