The circumstances at "Tashturma" prison were examined by the Ombudsman
Yesterday, posts titled “Moans from Toshturma” appeared on social media.

This report was taken under control by the Ombudsman and immediately examined by the staff of the Ombudsman Secretariat during a monitoring visit to the central office of the Department of Corrections.

During the monitoring more than 50 meetings with prisoners in this detention center were held. When asked about the condition mentioned in the report, they reported that there are no problems with water, they bathe once a week according to the established procedure and have no complaints about medical care.

In addition, as part of the monitoring, the condition of accommodation, food, medical care and compliance with sanitary and hygienic norms for persons held in the detention center was studied. It turned out that the administration of the institution had installed 12 additional artesian electric pumps with a pressure of 2.5 atmospheres for the constant supply of water to the detainees on the territory of the detention facility, and all of them are in good working condition.

It should be noted that the Ombudsman had previously sent an opinion to the Ministry of Internal Affairs and other responsible bodies on the fact of detention of prisoners in the detention center in excess of the established norm. In this regard, the construction of an additional building on the territory of the detention center is currently being planned, and practical work has begun.

In this regard, the Ombudsman will address the need to start the construction and qualitative completion of an additional building on the territory of the detention center as soon as possible.

It should be reminded that during the monitoring visits of the Ombudsman and public groups under him to this detention center during 7 months of the current year, as well as according to the appeals received through the “Ombudsman's boxes”, there were no complaints about problems with water supply, medical care and detention of prisoners in excess of the established norm.
