Conditions in Several Closed Institutions of the Khorezm Region Examined
On December 10, 2024, the Ombudsman, together with representatives of the public, conducted monitoring visits to several closed institutions in the Khorezm region that house persons with restricted freedom of movement. In particular, the monitoring included the detention center No. 11, where the conditions of detention, living arrangements, food provision, medical care, heating systems, and other aspects were examined. Meetings were held with minors and women, their appeals were reviewed, and discussions with close relatives of the accused were conducted.

It was established that the detention center has set up rooms for long-term visits with close relatives for convicts engaged in household work. Additionally, an X-ray machine was installed in the reception area for citizens, expediting the process of receiving parcels and mail. Furthermore, convicts and detainees can make purchases through an electronic store.

The next institution under monitoring was the Special Reception Center of the Department of Internal Affairs of the Khorezm Region, which houses individuals subjected to administrative detention.

During the inspection of the cells, it was found that the heating system was functioning properly. It was also noted that rooms for meetings with lawyers are not equipped with video cameras, whereas investigation rooms are equipped with them. The monitoring also examined the living conditions and access to medical services in this institution.

Based on the results of the monitoring visits, the Ombudsman will provide recommendations to the relevant ministries and agencies.
