The first visit took place at Pre-Trial Detention Center No. 10 in the city of Fergana. The monitoring team reviewed the detention conditions of accused and convicted persons, investigation and lawyer meeting rooms, short-term meeting facilities, the medical unit, kitchen, storage rooms, and living areas.
Group and individual interviews were conducted with detainees. Special attention was paid to juvenile detainees, and their appeals were also received.
The next site was the Special Reception Facility under the Department of Internal Affairs of the Fergana region for persons subjected to administrative arrest. It was confirmed that individuals are subject to medical screening upon admission and that relatives are notified by phone without delay. The monitoring included inspection of walking areas, facilities for storing and returning personal belongings, medical service rooms, the dining area, and daily menus.
As part of the visit, conditions at temporary detention facilities located in Fergana, Kokand, Uzbekistan, and Kuva districts, the Regional Neuropsychiatric Dispensary, the Fergana branch of the Republican Specialized Scientific-Practical Center of Narcology, the “Muruvvat” Home for Persons with Disabilities in Uzbekistan district, and the Rehabilitation Center for Persons Without a Permanent Residence were also examined.
It should be noted that based on the findings of monitoring visits, the Ombudsman submits recommendations to relevant ministries and agencies to ensure timely rectification of the identified shortcomings.
Analytical reports on the results of such monitoring — including the documented issues — are also submitted to both chambers of the Oliy Majlis of the Republic of Uzbekistan.
