Ombudsman School Held in Angren Based on Analysis of Appeals
On 10 September 2026, another “Ombudsman School” was held in Angren, one of the relatively remote areas of Tashkent Region. Residents of the “Mirzo Ulugbek”, “Obod”, “Navbahor”, “Yangiobod” and “Oppartak” mahallas of Angren participated in the open dialogue.

The analysis indicates an increase in the number of appeals received by the Ombudsman from Angren. In particular, while 106 appeals were received from the city during the whole of 2025, their number had already reached 99 in the first half of 2026. Thus, the six-month figure amounted to nearly 93 per cent of the total number of appeals received during the entire previous year. In order to examine the reasons for this trend on-site, directly hear the issues of greatest concern to residents, and ensure the participation of the relevant authorities in finding solutions, an open dialogue was organised in Angren.

The appeals mainly concerned issues related to social and financial assistance, housing and utility services, labour rights, credit and banking relations, fraud, and property rights.

Therefore, representatives of state bodies and organisations directly responsible for the issues raised in citizens’ appeals were involved in the event. In particular, a representative of the Tashkent Regional Department of the National Agency for Social Protection provided information on the opportunities available to socially vulnerable groups, while a representative of the Institute for Legislative Analysis and Regulatory Impact Assessment under the Ministry of Justice explained the procedure for providing state-funded legal assistance.

In addition, with the participation of a representative of the Ministry of Internal Affairs, issues related to the prevention of cybercrime and financial fraud were discussed, in particular, protection against the theft of funds from bank cards through the acquisition of personal data and cyberattacks on bank accounts.

During the dialogue, citizens were able to directly ask responsible officials questions concerning matters of interest to them and receive legal explanations. Relevant measures were identified to examine and resolve the issues raised in cooperation with the competent authorities.

It should be noted that a total of 10,468 appeals were received by the Ombudsman in the first half of 2026. As a result of the examination of citizens’ appeals, the amount of funds recovered and determined to be recovered totalled UZS 26 billion 849 million. Of this amount, UZS 25 billion 937 million related to wages and employment relations. In addition, more than UZS 304.6 million was recovered in favour of citizens in connection with appeals concerning debts, compensation for damage to health, material and moral damages, and other mandatory payments. Based on the Ombudsman’s requests, the recovery of more than UZS 435.9 million in alimony payments for the maintenance of women’s minor children was ensured.
