During the monitoring visits, the conditions in dormitories, washing facilities, kitchens, medical units, the provision and storage conditions of food products and medicines, libraries, cultural recreation facilities, telephone communication facilities, rooms for long-term and short-term visits, search rooms, investigation and lawyers’ rooms, as well as conditions in exercise yards and the state of video surveillance cameras installed on the premises were examined.
During the monitoring visits, certain issues requiring attention were identified.
In particular, at the TDF in Kattakurgan city, there was no separate room designated for meetings between detainees and their close relatives, and some cells were not equipped with sanitary units.
At the TDF in Pastdargom District, the number of persons being held exceeded the established capacity, which has resulted in some detainees not being fully provided with sleeping accommodations.
At the Nurobod Interdistrict Sobering-Up Station, there is a need to improve sanitary and hygiene conditions, including the establishment of new toilet and washing facilities and the carrying out of repair works in the building.
During the monitoring process, group receptions were conducted at the institutions and appeals were received.
It is reported that, based on the monitoring results, Ombudsman response documents concerning the identified shortcomings have been submitted to the relevant ministries and agencies.
