In particular, conditions were examined at Pre-trial Detention Center No. 10, the Special Reception Center for Persons Subjected to Administrative Arrest of Fergana Region, Regional Psychiatric Hospital No. 2, and the Temporary Detention Facility of the Fergana Regional Department of Internal Affairs.
During the visits, sleeping areas, medical units, shower and sanitary facilities, canteens, and the provision of food products and medicines were inspected. Conditions in walking yards, meeting rooms, facilities for meetings with lawyers, and video surveillance systems were also examined.
As part of the monitoring, the “Ombudsman Boxes” installed in the institutions were checked, and individual interviews were conducted with persons held there. Appeals received were taken under control in accordance with established procedures, and legal explanations were provided on-site regarding certain issues.
The monitoring also identified several matters requiring attention. In particular, it was established that floors and walls in several cells of the Temporary Detention Facility of the Fergana Regional Department of Internal Affairs require repair, and that sanitary and disinfection measures in shower facilities need to be strengthened.
It is reported that, based on the monitoring results, an Ombudsman’s conclusion on the identified issues will be submitted to the relevant authorities.
On the same day, an event was organized at Pre-trial Detention Center No. 10 in Fergana city within the framework of the “Ombudsman School” platform. Representatives of the Fergana Regional Department of the National Agency for Social Protection under the President of the Republic of Uzbekistan, the Fergana Regional Department of Internal Affairs, and the non-governmental non-profit organization “Madad” took part in the event.
The event was held with the participation of convicts engaged in maintenance work within the institution. Participants received explanations on recent legislative changes, social adaptation of persons released from penal institutions, and procedures for assigning and paying social benefits.
The “Ombudsman School” event was conducted in the format of an open dialogue and question-and-answer session. At the conclusion of the event, convicts and detainees with appeals were received and provided with legal explanations.
