During the monitoring visits, the conditions of sleeping premises for persons held in these institutions, shower rooms, canteens, medical departments, storage conditions for food products and medicines, libraries, cultural leisure rooms, telephone communication facilities, meeting rooms, search rooms, walking yards, rooms for investigators and meetings with lawyers, as well as the condition of video surveillance cameras were examined.
Some shortcomings were identified during the monitoring. In particular, a lack of equipment was found in the Temporary Detention Facility of the Kuva District Department of Internal Affairs and Psychiatric Hospital No. 2. It was also established that disinfection and daily cleaning works were not organized at the required level in the Temporary Detention Facilities of Kokand city, Kuva, Altyaryk and Uzbekistan districts.
In the sobering-up stations of Fergana and Margilan cities and Tashlak district, as well as in the Temporary Detention Facility of the Uzbekistan District Department of Internal Affairs, the required list of medicines was found to be incomplete.
In the sobering-up stations of Fergana and Margilan cities, Tashlak and Kuva districts, it was established that measures had not been taken to ensure round-the-clock security for medical personnel providing medical assistance, and National Guard officers had not been involved. This does not comply with the requirements of Resolution No. 644 of the Cabinet of Ministers of the Republic of Uzbekistan.
At the same time, it was established that previously identified shortcomings had been eliminated in certain institutions. In particular, a library was established at the Republican Specialized Scientific and Practical Medical Center for Narcology; sleeping premises and the canteen were repaired at the Rehabilitation Center for Persons without a Fixed Place of Residence under the Regional Department of Internal Affairs, and the center was provided with the necessary equipment for storing food products. Sleeping places for persons held in the sobering-up station of Margilan city were repaired, and shower rooms were repaired in the sobering-up station of Fergana district.
During the monitoring, appeals received through the “Ombudsman Box” were reviewed, mobile receptions were held in the institutions, and citizens’ appeals were received.
