In particular, conditions were examined in the Special Reception Center for Persons Subjected to Administrative Arrest under the Surkhandarya Regional Department of Internal Affairs, the Rehabilitation Center for Persons without a Fixed Place of Residence, Temporary Detention Facilities of the Department of Internal Affairs in Termez city, Denau and Shurchi districts, Pre-trial Detention Center No. 9, Settlement Colony No. 41, as well as inter-district medical assistance units for persons in a state of intoxication (sobering-up stations) located in Termez city and Kizirik, Jarkurgan, Sherabad, Shurchi, Kumkurgan and Denau districts, the “Muruvvat” men’s residential care institution for persons with disabilities in Denau district, the Surkhandarya branch of the Republican Specialized Scientific and Practical Medical Center for Narcology, as well as Specialized Boarding School No. 122 for deaf and hard-of-hearing children with special educational needs in Shurchi district.
During the monitoring, sleeping quarters, sanitary facilities, canteens, medical units, provision and storage conditions of food products and medicines, libraries, cultural leisure rooms, access to telephone communication, rooms for short-term and long-term visits, search rooms, walking areas, investigation rooms and rooms for meetings with lawyers were inspected. The condition of video surveillance systems installed in the institutions was also reviewed.
Some shortcomings were identified during the monitoring. In particular, a lack of certain equipment was observed in the Temporary Detention Facilities of Termez city, Shurchi and Denau districts, as well as in the Special Reception Center of the Surkhandarya Regional Department of Internal Affairs. In addition, ventilation systems were found to be non-operational in the Temporary Detention Facilities of Denau and Shurchi districts.
In the “Muruvvat” men’s residential care institution in Denau district, it was found that expiration dates were not indicated on certain food products. This issue had also been identified during previous monitoring visits, and relevant recommendations had been issued.
Furthermore, expired medicines were identified in the sobering-up station of Kizirik district, while in the sobering-up stations of Shurchi and Kumkurgan districts, the required list of medicines was incomplete.
It was also established that in some sobering-up stations sanitary facilities require repair, in certain cases they are completely absent, beds are worn out, and no security personnel have been assigned.
At the same time, in the sobering-up station of Sherabad district, previously identified shortcomings have been eliminated following the Ombudsman’s submission.
Based on the monitoring results, Ombudsman documents in the form of response measures will be submitted to the relevant ministries and agencies.
