Fine Imposed on an Elderly Woman Cancelled, Unjustified Debt Annulled — Appeals Examined On-Site
In order to comprehensively and objectively examine the circumstances set out in appeals received by the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), the Ombudsman’s regional representatives conduct on-site examinations.

In particular, an appeal concerning an administrative fine of UZS 1,236,000 imposed on an elderly woman following a dispute between neighbours was examined in Tashkent. The Ombudsman’s regional representative in Tashkent visited the place of residence of citizen F.G. and, during the examination, established that the elderly woman lived alone and was in difficult circumstances. After the case documents were examined and based on the legal explanations provided by the regional representative, the citizen appealed the decision before the court. By a court decision, the administrative fine imposed on her was cancelled.

An appeal from citizen M.Kh., a resident of Naryn District of Namangan Region, who had requested financial assistance for medical treatment, was examined on-site by the regional representative with the participation of a working group composed of the relevant responsible officials. As a result, nearly UZS 7 million was allocated from the “Sakhovat va ko‘mak” Fund for the citizen’s medical treatment.

In addition, citizen Kh.O., a resident of Chust District, submitted an appeal regarding an unjustified debt charged to him. As a result of the on-site examination of the matter by the regional representative, the misunderstanding related to the debt was resolved.
