Certain shortcomings identified during monitoring visits to closed institutions in Syrdarya Region — Ombudsman
The Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in Syrdarya Region conducted monitoring visits to the temporary detention facility (IVS) of the internal affairs bodies in Gulistan city, Pre-Trial Detention Facility No. 8, the Syrdarya regional branch of the Republican Specialized Scientific and Practical Medical Center for Psychiatric Services, the “Muruvvat” women’s residential care institution for persons with disabilities, as well as the Special Reception Facility for persons subjected to administrative arrest.

During the monitoring visits, conditions in dormitories, sanitary facilities, kitchens, medical units, storage areas for food products and medicines, libraries, cultural and leisure areas, telephone communication rooms, long-term and short-term visitation rooms, search rooms, walking yards, rooms for investigative actions and meetings with lawyers, as well as the condition of video surveillance cameras installed on the territories of the institutions were examined.

The monitoring revealed several shortcomings. In particular, it was established that in the temporary detention facility of Gulistan city there are no separate rooms allocated for meetings between detainees and their relatives or other persons, and the cells are not equipped with radio broadcasting facilities.

During the monitoring visit to Pre-Trial Detention Facility No. 8, it was found that some cells require repairs. In addition, the Regional Representative of the Ombudsman conducted an on-site reception, during which appeals from detainees were received. Appeals placed in the “Ombudsman boxes” were also collected for further examination.

In the Syrdarya regional branch of the Republican Specialized Scientific and Practical Medical Center for Psychiatric Services, an excess of the established capacity was identified in several departments. In particular, in the adult psychiatry (women) department designed for 40 beds, 44 patients are currently undergoing treatment, while in the acute psychotic conditions (women) department, 30 patients are being treated instead of the intended 20. In the adult psychiatry (men) department, 50 patients are accommodated for 40 beds, and in the acute psychotic conditions (men) department, 42 patients are being treated despite a capacity of 30 beds.

In addition, violations related to ensuring safe movement within treatment departments were identified.

Following the monitoring results, the Ombudsman submitted response documents to the relevant ministries and agencies.
