The roundtable was attended by staff of the Ombudsman’s Office, representatives of state bodies, civil society institutions, the academic community and the mass media.
It was emphasized that the level of legal culture and legal awareness among the population plays a decisive role in enabling citizens to effectively exercise their rights. In this regard, the Ombudsman institution places particular emphasis on strengthening targeted awareness-raising activities in cooperation with state bodies.
In recent years, the activities of the Ombudsman have been consistently improved, the mechanism for handling citizens’ appeals has been digitalized, and the institution of regional representatives has been strengthened. This has expanded opportunities for prompt on-site review of appeals and resolution of issues.
It was noted that in 2025 more than 26,000 appeals were received by the Ombudsman. Compared to 18,738 appeals received in 2021, this figure increased by nearly 40 percent. The dynamics of appeals indicate growing civic engagement in the protection of rights.
At the same time, the analysis of appeals demonstrates the need to further increase public awareness of the rights and opportunities provided by legislation. In certain cases, citizens are not fully utilizing the legal mechanisms established by the state.
During the roundtable, participants expressed views on enhancing legal culture, strengthening cooperation between state bodies and civil society institutions, and intensifying targeted awareness-raising activities at the local level.
At the conclusion of the event, proposals were put forward to further expand cooperation aimed at increasing legal awareness.
