Members of Parliament visit Central Pre-Trial Detention Facility to study the Ombudsman’s proposed legislative amendments
On 19 November 2025, members of the Committee on Combating Corruption and Judicial-Legal Issues of the Legislative Chamber of the Oliy Majlis visited the Central Pre-Trial Detention Facility to conduct an in-depth examination of how the legislative proposal submitted by the Human Rights Commissioner (Ombudsman) of the Oliy Majlis is applied in practice.

Within the framework of the study, the current procedures in pre-trial detention centers were reviewed, and the practical significance of a number of changes envisaged in the draft for persons held in remand facilities and their family members was assessed.

Under the current procedure, persons held in pre-trial detention centers have the right to walks of at least one hour per day. The draft law proposes increasing this minimum to two hours, as well as expanding the right to receive additional clothing and footwear on rest days and public holidays.

At the same time, existing regulations allow persons held in pre-trial detention centers to spend up to 635,500 soums per month on food and essential items. The draft envisages increasing this limit to 1,271,000 soums.

During the visit, the technical conditions at the facility were also examined. In particular, it was noted that electronic kiosk terminals (“e-shops”) have been installed, enabling prisoners to log into their personal accounts via FACE ID and purchase food and household goods at market prices. This indicates that an increase in the spending limit can be introduced in practice without difficulty.

Members of Parliament also held conversations with the relatives of detainees. According to them, raising the spending limit would create significant convenience, especially for families traveling from distant regions.

“I have come from Andijan. If the monthly limit is increased, we would not need to travel every time; it would save both time and money,” one citizen noted.

In addition, during the visit to the Central Pre-Trial Detention Facility, deputies familiarized themselves with the procedure for admitting detainees and conducting medical examinations, inspected the state of walking yards, and observed the process by which parcels brought by relatives are screened using X-ray equipment.

It was also noted that a new building with a capacity of 1,500 places is under construction at the Central Detention Facility, and that its walking yards are being designed in line with international best practices.

During the study, deputies again reviewed the procedures for admitting persons brought to the pre-trial detention center and subjecting them to medical examination, as well as witnessed the processes for the reception and X-ray screening of parcels delivered by prisoners’ relatives.
