In particular, they visited the Fergana Regional Department of Internal Affairs’ temporary detention facility and the special reception center designated for holding persons placed under administrative arrest, examining how the rights of those held there are ensured.
During the monitoring, the team thoroughly inspected living and nutrition conditions, access to medical care, meetings with lawyers, the sending of appeals, the procedure for receiving parcels and packages, the video-surveillance system, and sanitation.
It was also noted that a direct online connection has been established between the temporary detention facility and the situational center under the Regional Department of Internal Affairs.
During the visits, group conversations were held with persons held in these facilities, and their appeals and proposals were heard.
We remind that, following monitoring visits carried out to prevent torture, analytical reports and recommendations are prepared by the Ombudsman and submitted to the relevant state bodies.
