Monitoring Visits Conducted to Penitentiary and Social Institutions Across the Country
Regional representatives of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) carried out scheduled monitoring visits to penitentiary institutions, pre-trial detention centers, temporary detention facilities, medical points, residential care homes, and social service institutions located in the Republic of Karakalpakstan and the Andijan, Bukhara, Namangan, Samarkand, Syrdarya, Kashkadarya, and Navoi regions.

During the visits, the conditions ensuring the rights of individuals held in closed institutions with restricted freedom of movement were examined. These included housing, nutrition, access to medical services, involvement in labor, visitation with close relatives, and the right to file complaints. Sanitary conditions in cells and rooms, video surveillance systems, access to legal counsel, as well as the procedures for receiving mail and parcels were also reviewed.

Among the facilities visited were: several district medical points in the Republic of Karakalpakstan; the Temporary Detention Facility under the Department of Internal Affairs (DIA) of the Qurgontepa district in Andijan region; the Social Support Center in the city of Andijan; Pre-trial Detention Center No. 3; the Temporary Detention Facility in Qorako‘l district of Bukhara region; the “Muruvvat” Home for Men with Disabilities in Qorako‘l; the medical point in Uchqo‘rg‘on district of Namangan region; Penal Institution No. 6; temporary detention facilities under the Public Security Department of the DIA of Samarkand region; the Temporary Detention Facility of the DIA of Urgut district; the Temporary Detention Facility in the city of Gulistan, Syrdarya region; the Special Reception Center of Syrdarya region; the “Muruvvat” Home for Persons with Disabilities; Penal Colony-Settlement No. 40 and its affiliated enterprise employing convicts; Penal Institutions No. 4, 5 and 11 in Navoi region; and Penal Institutions No. 2 and 3 in Kashkadarya region.

Additionally, during the monitoring process, appeals submitted through the “Ombudsman Box” were reviewed, and in some institutions, field receptions were held to hear citizens’ complaints directly.

Based on the monitoring outcomes, documents in the form of Ombudsman’s official responses will be submitted to the relevant ministries and agencies.
