Analysis and Open Dialogue: “Ombudsman School” event held in Surkhandarya based on public appeals
The Commissioner of Oliy Majlis for Human Rights (Ombudsman) analyzed the appeals received from citizens throughout 2024. According to the analysis, Surkhandarya region was among the top three regions with the highest number of appeals. A total of 2,117 appeals were received from this region, with Denau district accounting for the highest number—308 appeals. The issues raised primarily related to housing, utility services, youth and women’s employment, property disputes, and fraud.

Based on these findings, the next session of the “Ombudsman School” was held on May 5, 2025, in Denau district of Surkhandarya region.

This event aimed to study the issues raised in citizens’ appeals directly on-site, develop joint solutions with relevant organizations, and reduce the number of complaints by increasing public legal awareness.

The open dialogue was attended by 250 residents from the mahallas “Mehr-oqibat,” “Topalang,” “Zarafshon,” “Urikzor,” “Bobir,” “Chontosh”,  “Ozod,” “Guliston,” “Lolazor,” and “Boghinav.” Legal clarifications were provided on topics such as access to social services, housing provision, development of production and service sectors, preferential loans, and support for youth.

Participants were also introduced to the content and significance of the Laws “On the Commissioner of Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman)” and “On the Recognition of Rights to Land Plots and Structures Built on Illegally Occupied Land.”

During the open dialogue, particular attention was given to the common issues reflected in citizens’ appeals submitted to the Ombudsman.
