Violated Rights of Citizens Restored – Ombudsman
Appeals submitted to the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) are promptly reviewed, and when necessary, issues are studied on-site with the involvement of specialists. This facilitates the restoration of citizens' violated rights.

For example, a resident of Gulistan, Syrdarya region, S.A., filed a complaint stating that despite terminating his employment contract with JSC “Gulistan Extract-Yog,” he had not been paid wages for the days worked. The Ombudsman took this appeal under control and filed a lawsuit on behalf of the applicant to restore his labor rights. As a result, the court ordered the employer to pay S.A. 21 million UZS in unpaid wages.

Another appeal came from the Khorezm region, where a group of citizens requested the installation of a traffic light at one of the busiest roads in Urgench — Honka Street. The Ombudsman’s regional representative, in cooperation with the Regional Department of Road Safety under the Ministry of Internal Affairs, studied the case on-site. The inspection revealed high traffic intensity at this intersection, posing a significant risk of accidents, and residents faced difficulties crossing the road. As a result, a traffic light was installed, along with appropriate road signs and a pedestrian crossing to ensure traffic safety.

An appeal from Kashkadarya region concerned a fraudulent loan issued in the name of the citizen. The applicant, U.L., reported that fraudsters, including a previously convicted individual A.T., in collusion with bank employees and a supplier, had issued a loan of 30 million UZS in his name using forged documents in June 2021. While the perpetrators were convicted, the loan debt remained under U.L.’s name, and the bank continued to demand repayment. The Ombudsman took the case under control, and the regional representative reviewed the documents. As a result, the Judicial Board for Criminal Cases of the Kashkadarya Regional Court ruled that U.L. be recognized as a civil claimant, and the 30 million UZS loan issued in his name must be recovered from the convicted A.T. in favor of the Nishan branch of Agrobank JSCB.
