Recruitment Procedure for the Office of the Human Rights Commissioner (Ombudsman) of the Oliy Majlis

I. General Provisions

  1. Recruitment to the Office of the Human Rights Commissioner (Ombudsman) of the Oliy Majlis is carried out in accordance with the Regulation “On the Procedure for Recruitment to the Ombudsman’s Office,” approved by Ombudsman’s Order No. 7–K of 14 January 2025.

  2. The recruitment process is based on the Law of the Republic of Uzbekistan “On the Human Rights Commissioner (Ombudsman) of the Oliy Majlis of the Republic of Uzbekistan,” as well as on internationally recognized labor standards and human rights principles.

  3. A competitive selection is held for recruitment to the Ombudsman’s Office. The selection process is conducted on the principles of legality, transparency, impartiality, equal opportunity, and humanism.

  4. Priority in the selection of candidates to the Ombudsman’s Office is given to:

  • knowledge and professional competencies in the field of human rights;

  • ethical values, responsibility, and readiness for open communication;

  • a culture of public service and the ethics of an Ombudsman Office employee;

  • respect for gender equality and an inclusive work environment.

II. Procedure for Announcing Vacancies

  1. If there is a vacancy in the Ombudsman’s Office, information about it is:

  • posted in a special section of the single national vacancies portal mehnat.uz;

  • and, when necessary, published openly and transparently in the media and on social networks.

  1. The announcement remains active for at least 15 calendar days and includes:

  • the position title and department;

  • key duties and scope of activities;

  • required education and work experience;

  • computer literacy and foreign-language level;

  • selection stages and evaluation criteria;

  • method and deadline for submitting documents, and contact details of the responsible person;

  • a note on guaranteeing equal opportunities for candidates and on the protection of personal data.

  1. The purpose of the announcement is to ensure an open, equal, and inclusive selection process and to attract principled, competent, and honest specialists committed to human rights.

  2. Ensuring fair opportunities for persons with disabilities, young professionals, women, and low-income groups is an important task of public service.

III. Competition Procedure and Evaluation Stages

  1. In accordance with the Regulation, the competition is conducted in the following stages:

Stage 1 — Receipt of documents and initial screening.
The candidate’s education, work experience, and compliance with the position requirements are reviewed. Documents may be submitted electronically or on paper; an automatic confirmation of receipt is sent.

Stage 2 — Test.
Candidates are tested on regulatory-legal knowledge, general literacy in human rights, critical thinking, and the ability to make ethical decisions.

Stage 3 — Interview.
The interview assesses personal qualities, service culture, adherence to ethical principles, teamwork skills, and sincerity in communicating with citizens.
Evaluation is carried out using a special scoring system.

Stage 4 — Final interview.
The Ombudsman makes the final decision on candidates. The decision is reasoned, and the candidate must be notified of the results.

  1. If several candidates obtain equal scores, priority is given to those with practical experience in the field of human rights or members of the “Ombudsman Club.”

  2. The results of the competition are published through the official information channels of the Ombudsman’s Office, and a transparent report on the results is maintained.

IV. Personnel Training Mechanism via the Ombudsman Club

  1. The “Ombudsman Club” operates on the basis of a cooperation memorandum signed on 11 June 2021 by the Ombudsman and Tashkent State University of Law.

  2. Members of the “Ombudsman Club” are assigned to specialists of the Ombudsman’s Office and participate in:

  • receiving and analyzing citizens’ appeals;

  • the Ombudsman’s receptions;

  • assisting with research in the human rights field and building data systems.

  1. Club members, like other candidates, have the right to apply for vacancies announced via mehnat.uz and may be recruited to the Ombudsman’s Office if they successfully pass the selection stages.

V. Final Provisions

  1. Equal rights and opportunities are guaranteed for all candidates during the competition. Discrimination on the basis of sex, race, age, religion, political views, social status, or level of physical ability is not allowed.

  2. The results of the competition, evaluation criteria, and key decisions are published through official information channels, in line with the principle of transparency.

  3. Candidates dissatisfied with the competition results have the right to submit a written complaint in the prescribed manner.

  4. In cases not covered by the Regulation, the Labor Code of the Republic of Uzbekistan, the Law “On Public Civil Service,” and relevant legislative norms apply.
