The Commission’s activities are carried out in accordance with the Regulation approved by Order No. 50-K dated 25 April 2023. The members of the Commission are elected by staff through a voting process.
Composition of the Commission:
Salokhiddin Khamdamov — Head of the Sector for Raising Legal Awareness and Promoting Legal Culture, Office of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), Chairperson of the Commission
Gabit Aidarov — Chief Adviser of the Department for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, Office of the Commissioner, Member of the Commission
Abira Khuseynova — Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in the Bukhara Region, Member of the Commission
Ilyos Nasriddinov — Leading Specialist of the Department for Handling Petitions, Office of the Commissioner, Secretary of the Commission
In accordance with the Regulation, the Commission:

monitors compliance with the rules of ethics and conduct by staff;

reviews complaints in cases of ethical violations;

conducts internal investigations;
-
applies, when necessary, measures of moral influence;

carries out preventive activities;

submits reports to the Commissioner based on the results.
Procedure for considering complaints:

complaints are examined based on video recordings, interviews, and results of internal inquiries;

decisions are adopted by voting at Commission meetings;
-
both the complainant and the staff member are notified in writing of the decision.
Since the establishment of the Commission, no complaints have been received from Office staff regarding pressure from superiors, insults, unfair treatment, sexual or gender discrimination, abuse of authority, or violence related to working conditions.
The Commission considers appeals from employees as well as complaints from citizens regarding the conduct of Ombudsman staff.
Citizen complaints are reviewed based on:

Results of the Commission’s complaint review:

In 2023, the Commission did not receive any complaints from employees or citizens; no cases of pressure, gender discrimination, unfair treatment, or abuse of authority were identified.

In 2024, the Commission received 11 complaints. They were reviewed based on video recordings, interviews, and internal investigations. Most allegations were not confirmed; however, in two cases, violations of ethical conduct during communication with citizens were identified. The staff involved were formally warned about the inadmissibility of such behavior in the future.

During the first nine months of 2025, the Commission received five complaints. All were examined through internal investigations, evidence was analyzed, and none of the allegations were substantiated.
