Monitoring Visits to Closed Institutions in Angren Conducted under the Leadership of the Ombudsman
On 10 September 2026, under the leadership of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), monitoring visits were conducted to the Temporary Detention Facility of the Angren City Department of Internal Affairs, the Tashkent Regional Branch of the Republican Specialized Scientific and Practical Medical Centre for Narcology, and the intercity facility for providing medical assistance to persons in a state of intoxication in Angren.

In particular, attention was paid to whether the conditions in the institutions’ cells complied with established standards, as well as to their equipment, sleeping arrangements, food provision, the procedure for providing medical services, availability of essential medicines, and compliance of washing facilities with sanitary and hygienic requirements. At the Temporary Detention Facility, opportunities to meet with a lawyer and submit appeals were also examined.

As part of the monitoring, collective and individual interviews were held with persons detained in these institutions, and their appeals were accepted for consideration.

The building of the Temporary Detention Facility was commissioned in 2022 and is designed to accommodate 51 persons. On the day of the monitoring visit, 38 persons were being held at the facility.

The facility has the necessary conditions for detained persons to participate remotely in court hearings. At the same time, it was established that the investigation room was not equipped with a video surveillance camera. This shortcoming was promptly rectified.

At the Tashkent Regional Branch of the Republican Specialized Scientific and Practical Medical Centre for Narcology, a number of shortcomings were identified in the patients’ living and food conditions. The branch administration stated that the relocation of the facility to the city of Nurafshan in Tashkent Region was under consideration.

It was also established that the facility for providing medical assistance to persons in a state of intoxication in Angren is located in an old building and that its rooms require renovation.

Based on the results of the monitoring, documents in the form of Ombudsman response measures will be submitted to the relevant ministries and agencies.

For information: following monitoring visits conducted by the Ombudsman and the public groups under the Ombudsman to places where persons with restricted freedom of movement are held during the first half of 2026, a total of 23 response measures in the form of submissions, demands and conclusions were submitted to the relevant ministries and agencies.
