The new facility increases the number of rooms designated for meetings between lawyers and persons under their legal representation from 19 to 50, investigation rooms from 6 to 25, and online courtroom facilities from 4 to 11. In addition, an online appointment system for lawyer visits has been introduced through the E-advokat platform.

The number of rooms for short-term visits between persons held in the detention centre and their close relatives has increased from 14 to 36. Fifty-five cells have been designated for juveniles and women with children. The building is equipped with a video surveillance system integrated into a centralized monitoring system. Access control procedures have been automated, and separate entry and exit routes have been established for visitors, staff members and lawyers.

It should be noted that between 2021 and 2025, the Ombudsman conducted 3,017 monitoring visits to places where persons with restricted freedom of movement are held. During the first six months of 2026, a further 521 monitoring visits were carried out, nearly 500 of which took place in pre-trial detention centres.

The monitoring visits and appeals received indicated that the number of rooms available for meetings between lawyers and persons under their legal representation was insufficient, resulting in lengthy waiting times for lawyers. In this regard, during 2023–2024 the Ombudsman repeatedly submitted proposals to the Department for the Execution of Sentences on creating additional facilities and constructing a new building.
