On 10 July 2026, the Constitutional Court of the Republic of Uzbekistan and the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) jointly held a conference entitled "Strengthening Cooperation Between the Ombudsman and the Constitutional Court in Reviewing Citizens' Appeals."
The conference aimed to discuss ways to better protect citizens' constitutional rights and freedoms, improve mechanisms for reviewing appeals, strengthen practical cooperation between the Constitutional Court and the Ombudsman institution, and exchange best practices in the field of human rights protection.
The event brought together judges of the Constitutional Court, the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), representatives of the Prosecutor General's Office, the Ministry of Internal Affairs, the Council of the Federation of Trade Unions, the Chamber of Advocates, the Academy of the Ministry of Internal Affairs, the Academy of the Prosecutor General's Office, the Commission on Ensuring Compliance with Constitutional Human Rights and Freedoms, members of scientific advisory councils, and representatives of the media.
In her opening remarks, Commissioner Feruza Eshmatova noted that citizens' appeals constitute an important legal source for improving the performance of public authorities, emphasizing that their thorough analysis contributes to further development of legislation and law enforcement practice.
Chairman of the Constitutional Court Mirza-Ulugbek Abdusalomov stressed the importance of cooperation between the Constitutional Court and the Ombudsman in upholding the supremacy of the Constitution, ensuring effective protection of human rights, and addressing systemic legal issues identified through citizens' appeals.
Under the Constitutional Law "On the Constitutional Court of the Republic of Uzbekistan," the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) is among the entities authorized to apply to the Constitutional Court.
The participants noted that both the Constitutional Court and the Ombudsman institution share the common mission of protecting human rights and freedoms. In recent years, the two institutions have jointly organized numerous scientific and practical conferences and roundtable discussions dedicated to the protection of human rights, the development of constitutional review, and the effective implementation of constitutional norms. The Ombudsman and her representatives also regularly participate in the Constitutional Court's open hearings.
It was emphasized that such cooperation strengthens not only institutional partnership but also contributes to safeguarding constitutional legality and ensuring more effective protection of human rights and freedoms.
During the conference, participants exchanged views on enhancing cooperation between the Constitutional Court and the Ombudsman institution, improving constitutional review mechanisms through the analysis of citizens' appeals, identifying challenges in law enforcement practice, promoting legal awareness among the population, and increasing the efficiency of reviewing appeals through the use of digital technologies.
At the conclusion of the conference, the Constitutional Court of the Republic of Uzbekistan and the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) signed a Memorandum of Cooperation. The document provides for a more systematic exchange of information on citizens' appeals, the development of joint proposals to improve legislation, the conduct of joint research in the field of human rights protection, and the implementation of joint projects aimed at enhancing legal awareness and legal culture among the public.
The participants emphasized that closer cooperation between the Constitutional Court and the Ombudsman institution will further strengthen the protection of citizens' rights and freedoms, uphold the supremacy of the Constitution, and enhance the effectiveness of reforms aimed at protecting human interests.
