What shortcomings were identified in closed institutions in Kashkadarya?
In cooperation with senators, the Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in Kashkadarya Region conducted monitoring visits to Pre-Trial Detention Facility No. 5, Penal Colonies No. 2 and No. 10, Settlement Colony No. 33, Temporary Detention Facilities (TDFs) of the Internal Affairs Departments of Qamashi and Koson districts and Karshi city, inter-district medical units providing assistance to persons in a state of intoxication in Koson and Muborak districts (sobering-up stations), as well as the Social and Legal Assistance Centre for Minors under the Internal Affairs Department of Kashkadarya Region.

During the monitoring visits, the conditions in sleeping quarters, washing facilities, kitchens, medical units, storage facilities for food products and medicines, libraries, recreational facilities, telephone communication facilities, visiting rooms, search rooms, exercise yards, investigation rooms and lawyers’ consultation rooms, as well as the condition of video surveillance cameras, were examined.

The monitoring revealed a number of shortcomings in several institutions. In particular, lawyers’ meeting rooms in the Temporary Detention Facilities of the Internal Affairs Departments of Karshi city and Koson district lacked visual monitoring capabilities.

The sanitary condition of temporary holding rooms at the sobering-up stations in Koson and Muborak districts was found to be unsatisfactory, cleaning measures were not carried out adequately, and one of the video surveillance cameras was out of order.

In addition, recommendations were provided to further enhance the equipment and library resources used for organizing educational and legal awareness-raising activities for minors at the Social and Legal Assistance Centre for Minors under the Internal Affairs Department of Kashkadarya Region.

During the monitoring, the Ombudsman boxes installed in the colonies were inspected, and collective and individual interviews were conducted with convicted persons. Appeals received during individual meetings mainly concerned health rehabilitation, social reintegration following release, obtaining legal clarification, and the application of acts of clemency. Practical measures were taken on site in response to certain appeals.

Based on the monitoring results, it is reported that Ombudsman response measures will be submitted to the relevant ministries and agencies regarding the identified shortcomings.
