The Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in Khorezm Region conducted monitoring visits to Pre-Trial Detention Facility No. 11, the Centers for Social and Legal Assistance to Minors and for the Rehabilitation of Persons without a Fixed Place of Residence under the Department of Internal Affairs of Khorezm Region, the Special Reception Facility for Persons Subjected to Administrative Detention, the Temporary Detention Facility of the Department of Internal Affairs of Hazorasp District, the Khiva “Muruvvat” Residential Institution for Men with Disabilities, the inter-district medical units for persons in a state of intoxication (sobering-up stations) in Gurlan and Qo‘shko‘pir districts, as well as the Khorezm regional branches of the Psychiatry Service and the Narcology Service of the Republican Specialized Scientific and Practical Medical Center for Mental Health.

During the monitoring visits, the conditions of dormitories, washing facilities, kitchens, medical units, storage facilities for food products and medicines, libraries, cultural and recreational facilities, telephone communication facilities, visiting rooms, search rooms, exercise yards, investigation rooms, lawyers’ meeting rooms, as well as the condition of video surveillance cameras were examined.

The monitoring visits revealed that deficiencies previously identified in certain institutions had been addressed. In particular, it was established that the rooms designated for detainees at Pre-Trial Detention Facility No. 11 in Urgench city had been renovated and equipped with the necessary furnishings.

At the same time, the need for further improvement of material and technical resources and security measures in certain institutions was noted. In particular, it was observed that the sobering-up station in Gurlan District had not been provided with the necessary computer equipment and air-conditioning system, and that no surveillance camera had been installed at the entrance to the facility.

During the monitoring process, appeals submitted through the “Ombudsman Box” were reviewed, and mobile receptions were conducted at the institutions to receive appeals from individuals.
